Recent lighting compliance projects
These lighting compliance projects are a selection of recent work across Victoria and interstate. Client details are withheld across all the lighting compliance projects shown here. Each entry sets out the scope of the work and what the report found.
Planning and obtrusive light
Elaine, VIC
Scope. Planning-stage review of the external lighting for a battery energy storage facility. The electrical engineer’s lighting plans were assessed against AS/NZS 4282:2023 and refined (fittings, positions and settings) rather than redesigned from scratch.
Outcome. Amber LED lighting was specified across the site, and the full lighting compliance report, prepared for the planning consultant, demonstrated compliance with the standard.
Tullamarine, VIC
Scope. Lighting design and wildlife compliance report for a development beside a creek corridor with threatened frog habitat, assessed against AS/NZS 4282 and the National Light Pollution Guidelines for Wildlife.
Outcome. Warm amber lighting was set as the site-wide specification, and modelled light at the creek boundary stayed within the Zone A1 curfew limit. In response to referral authority comments, a control strategy was added: dimmed operation in the evening, sensor-only lighting after curfew, and low-level path lighting off unless the area is in use. See wildlife lighting.
Nunawading, VIC
Scope. Planning-stage lighting design report for a place of worship, covering the access ramp and car park, with the lighting modelled in AGi32 for the development application.
Outcome. Low-output fittings were recommended for the ramp and car park, with dimmable options where available.
Bundaberg South, QLD
Scope. Lighting report for a mixed-use development, prepared in response to a council request for information under the local nuisance code.
Outcome. The report addressed the council’s request and clarified which state road requirements applied to the site.
Norwest, NSW
Scope. Lighting impact assessment for a State Significant Development in Sydney’s north-west.
Outcome. The lighting impact assessment was approved.
Testing and disputes
Brunswick, VIC
Scope. Night-time obtrusive light measurements at a residence beside a shopping centre car park, carried out for the residents and assessed against AS/NZS 4282.
Outcome. Readings pointed to a probable after-curfew breach by specific car park luminaires. The report identified the fittings responsible and was written to support a cooperative resolution with the centre rather than a dispute.
Ocean Grove, VIC
Scope. Independent compliance report on club lighting following an alleged planning permit breach, including on-site luminance measurement of the canopy.
Outcome. The report recommended dimmed operating modes, together with a single glazing film sized to the highest canopy luminance reading, to reduce the canopy’s brightness.
Workplace lighting
Moorabbin, VIC
Scope. Multi-stage illuminance survey of a manufacturing facility – production, warehouse and office buildings – measured on a grid across each area against AS/NZS 1680 and the client’s own facility criteria.
Outcome. Results were reported building by building and level by level, with a clear pass or fail and the reason for each failure: low light or poor uniformity. Areas affected by failed lamps were separated from genuine design shortfalls, so maintenance and upgrade decisions could be made separately. See commercial lighting audits.
Geelong, VIC
Scope. Lighting compliance assessment of an office floor against AS/NZS 1680.
Outcome. Recommendations were provided to bring the lighting into line with the standard, and their implementation is under way.
Signage
Seaford, VIC
Scope. Lighting impact assessment for a rooftop digital billboard beside a freeway corridor, staged as a desktop assessment with optional post-installation verification. See illuminated signage compliance.
Outcome. The assessment was lodged and approved.
Glint and glare
Cremorne, VIC
Scope. Rail interface glint and glare assessment for a residential building beside a rail corridor, addressing the rail authority’s conditions. Reflections from the façade panels and rooftop solar panels were calculated across the year for each façade zone, using building geometry confirmed from the architectural model and drawings.
Outcome. All scenarios were assessed as low risk to train drivers, and the assessment was accepted.
Sports facilities
Melbourne, regional Victoria and NSW
Scope. Night-time lux testing of tennis courts, baseball diamonds, bowls greens and football pitches against AS 2560, for clubs, councils and electrical contractors.
Outcome. Each report sets out the average and minimum light levels and the uniformity across the playing area, with a clear compliance result and practical recommendations where the lighting falls short.
