What is AS/NZS 4282?
AS/NZS 4282:2023 is the Australian Standard controlling obtrusive light – spill light, glare, sky glow and light trespass affecting neighbouring properties, roads and the night environment. Compliance is required by councils, planning authorities across Victoria and NSW for a wide range of development types.
If your planning permit includes a condition requiring an obtrusive lighting assessment or lighting impact assessment, AS 4282 is the standard your report must address.



When is an AS 4282 Assessment Required?

How We Conduct the Assessment
Depending on the project stage and permit conditions, we deliver compliance either through on-site measurement, photometric modelling, or a combination of both.
On-site measurement – We attend the site after installation and measure illuminance (lux) and luminance (cd/m²) at relevant receptor points. Results are compared against the AS 4282 limits for the applicable environmental zone. This approach is used for post-installation audits, compliance disputes, and permit conditions requiring verified measured data.
Photometric modelling (AGi32) – For proposed developments or designs not yet installed, we build a photometric model using manufacturer IES files and the site geometry. This is the standard approach for planning submissions where a permit condition requires an obtrusive lighting impact assessment prior to installation.
Both methods produce a formal compliance report referenced to AS/NZS 4282:2023 and accepted by councils and planning authorities across all states.

Projects Near Sensitive Habitat
Where development sites are adjacent to bushland, wildlife corridors, wetlands or coastal areas, obtrusive lighting assessments may also need to address the National Light Pollution Guidelines for Wildlife (NLPGW, DCCEEW 2023). The NLPGW sit alongside AS 4282 as the two frameworks planning authorities increasingly require to be addressed together – AS 4282 covering amenity and human receptor impacts, the NLPGW covering ecological impacts.
We incorporate NLPGW considerations into our assessments where relevant, including spectral analysis, spill light modelling near habitat boundaries, and lighting management plan recommendations addressing timing, dimming and CCT specification.
